The phone number (08) 9468 9514 is a Western Australia landline phone number linked to Open Colleges (www.opencolleges.edu.au). I recently submitted an online enquiry/request for a specific course guide which was emailed to me, the request also required my phone number, to enable Open College to follow up with outcome of my course enquiry.

You have no choice but to hand over a contact number when you download information, as is the case for many organisations. The antispam legislation doesn't cover this, but should probably be revisited to include an opt-in requirement before you can be contacted. I don't answer my phone for numbers I don't have in my contacts now and block numbers I don't want to bother me.
