I called back number (07) 3317 0635 reached IVR for a company called RSPCA.

Do not answer. They will call over and over. From multiple numbers for a multitude of reasons.

I have blocked so many numbers from these charity's, even after I tell them that I prefer to donate directly (locally) they don't stop.

Another call from 07 3317 xxxx......I have blocked quite a few variations of this number. I answered once and said I wasn’t interested but that doesn’t stop them from calling OFTEN!
