Cold called wanting to appraise my property, knew my name and address. Number not available when I attempted to return call. SCAM?

Rang me a few times, never leave a message. If it is important they should leave a voicemail, yet did not hence I am continue to ignore.

Cold called offering to appraise my house. Knew my name & address. Politely declined & blocked.

Getting daily calls from random landline numbers. My phone flags them as spam so I don't answer and block the number. But the next day I will get another call from a new number. I know my phone number and email address have been involved in 2 x data breaches, so I assume some enterprising scammer just has my details on auto-dial. Very annoying.
