Missed call telstra

Was a recorded ad for Telstra Bigpond.  I thought it was illegal to spam phones with recorded ads (although perhaps I am thinking of a Simpson's episode!)

When I rang it back to complain immidately after I only got the same recorded ad and when the recording finished the call was dropped.

I just tried to ring it again to see what happened and now the recorded ad is not there and the phone simply hangs up.
