Caller: Visa/Mastercard FRAUD Recorded message that changes numbers so that if you block it, doesn't make any difference. So best to just hang up and accept that the government doesn't care a damn about the fact that the phone network is causing people a lot of grief because no matter how many scam calls they claim to have prevented, NOTHING REALLY CHANGES!
