An automated phone call consisting of a recorded voice babbling away in what I think is Chinese. I am not Chinese and cannot understand what they are saying.
I am on the do not call register, so I suspect that whoever is making these calls is systematically going through number combinations.
I blocked them as I do each time I get a caller like this.

Caller: Not Paypal Asking for me to confirm a transaction, sent the wrong date and amount for starters so knew it was fake, then these many posts confirmed my suspicionl.

Exactly same case. Two messages. Due to the first message simply sending the verification code, I almost believed the second message. I guess the first message was deliberately sent to look trustworthy, just in case I send some funds later and fall into the 2nd message.

Caller: Paypal I received a security code from this number when setting up 2-factor authentication on my account. I noticed the number had been flagged as Potential Fraud. Checking through my message history with this number, I realised I've actually already received previous security prompts before I set up 2-factor authentication!
Something strange is going on here, it's almost like the number is being shared by both scammers and Paypal. Or perhaps was being used by scammers and is now not? Regardless, I won't be using this method as a secure sign-in method.

Caller: Genuine SMS confirming PayPal payment This number is legitimately from PayPal. I used PayPal for the first time today to request someone transfer me $25 and when she made the payment I got a text from this number to confirm it went through - it included her name and the amount. I don't believe scammers would have access to this data at exactly the moment she transferred the money to me. So don't freak out. It's PayPal's number.
I agree if you got a text unexpectedly probably someone had a typo when they were trying to do a transaction on PayPal and it went to you by error.

received sms from this number stating Paypal: your confirmaion code is ++++++. Your code will expire in 5 minutes.
i did not purchase anything through pay pal
when I tried calling the number - it was disconnected

Caller: - dialout for some reason - I had this as a spurious dialout in my log. People getting voicemail asking for the PIN, your account has been hijacked, if they were real pros they would slam your phone number as well.

Caller: Paypal I have just gotten off the phone with Paypal and they've informed me that any number ending in 729 725 is a paypal number. So this is a legitimate number. If you want to feel safe though just ignore the message as I have and the transaction will still go through.

PAYPAL WILL CONTACT YOU VIA THIS NUMBER IF YOU USE MultiFactor Authentication! The post from paypal australia (apparently) is incorrect and they may want to check with their technical team....

Caller: 0458 729 725 This number msg me after my old google account was hacked and they got access to my PayPal account and made 3 purchases in WA and changed my Google password so I'm unable to recover my account.
Tried ringing them back and msg but got some shady looking shifty pre made text reply claiming to be PayPal but says number is not connected. 100% a scam! Please don't give any info to this number! PayPal don't ask for information or msg you or send links via text.

Caller: SCAMMERS NO IT IS NOT NECESSARILY PAYPAL. You people do realise that it is *very* easy to forge caller id? You cannot trust caller id.
Calling back is futile, it goes to the real number.
1. Don't ever use your phone for 2FA. If someone churns your number it is goodbye savings, bitcoin, credit rating. 2. If you have to, don't use the same phone number across sites, it identifies you. Facebook has *most* of the world's phone numbers now. 3. Paypal have broken their information sharing promises many times over, once bitten, twice shy.
