This is not spam. Is SMS verification for security codes from Westpac. If you received this without even using Westpac, previous number might use Westpac and did not change in there account settings. Just call Westpac and remove that account attached to your number.

number been disconnected straight away

This number called my mobile phone, I did not answer. I do have a Westpac account however, did not request any changes that would warrant them calling me.

I received a call from this number on my mobile phone. I did not answer but it was not an SMS verification code or anything. Just a call.

if its westpac i dont even have an account with them but got two messages to verify my account.
