Don't know is scam or cold call?!

I have an app called "Should I answer?" and it automatically detects a number with negative ratings and hangs up the call for me without me doing anything. I got call from 0437 094 081 multiple times and thank goodness I didn't have to answer and get annoyed by unwanted commercials.
