Claimed to be calling in regards to Federal and State government solar rebates. Could barely speak English

Caller: Spam/Scam

Missed a call from this number, tried calling back, went straight to voicemail, mailbox full. Received subsequent call again, picked up incoming call, shocking connection, slight garbled voice I could barely make out, then call disconnected.
Then I googled the number and found this webpage. Number now blocked;clearly spam.

Called my Mobile. Asked for someone. Said no i am not that person.
Asked that he identify himself (he who had accent) , and which company calling from he said no, because your not the person i'm looking to speak to.
Advised this idiot, you are calling my number and re: Privacy Act you are obligated to identify your name and the Company / Business you are calling from .
He refused. Hung up on him / Blocked his number

SORRY YOUR MAILBOX IS FULL
