This is just another number used by the scammers targeting chinese-australians.
When you answer the call, a voice in chinese tells you that they are calling from the chinese embassy and you need to press a certain number to accept the call/get put through.
You then get someone claiming to be from the embassy telling you that there's been an accident/your family's in trouble and you have to pay a certain amount to fix it, etc...
