call received no message left .. 30 min later call received, answered and caller hung up

Caller: (03) 9088 8680 asking me for my details for electricity account. When advised them it was illegal to call me and that i did not have an electricity account they asked to speak to the home owner. Have blocked the number and received 3 missed calls since.
