called to confirm details in regards to solar installation and government rebates, my solar company provided them my details

I asked for an email request instead of providing info over the phone and got the following:
"Could you please confirm the details for the installations done on the property
The questions are as follows: 1. Confirm the number of solar panels installed 2. Confirm the kilowatt (kW) capacity of each panel 3. Is this installation/s an additional system or a replacement system (Has there been solar on that property before?) 4. Confirm the address of installation (Please provide a street number, or the address shown on the council rates) 5. Connected to the grid/Stand-alone system

I won't be replying to the (dodgy) phone call and email. It's none of their business because the subsidy is provided by the federal and/or state government. As things stand, I'll reply to government letterhead only.

Something to do with Solar Panels and government rebates. Wanted to know my name, etc. but would not give his, or his company, or how he got my number. Sounded dodgy so did not give any details.

Installer use https://greenbot.com.au/, which is owned by Emerging Energy Solutions Group Pty Ltd
Can confirm everything from their website.

Caller: Emerging Energy I called the number back - they are the energy rebate processing company contracted by government for the solar rebate scheme. They were just checking the veracity of the claim lodged on my behalf by the company that installed my solar panels and battery. They had all my details but needed to confirm the work had been done and was as described by the installer.
They asked :
1. Confirm the number of solar panels installed 2. Confirm the kilowatt (kW) capacity of the system 3. Is this installation/s an additional system or a replacement system (Has there been solar on that property before?) 4. Confirm the address of installation (Please provide a street number, or the address shown on the council rates) 5. Connected to the grid/Stand-alone system
With outsourcing by most government agencies these days, this seemed pretty legit.

I get lots of calls on my mobile, which when answered appear to indicate that there is no-one on the other end. This number did so. Most of my phantom calls do not display a umber and do not appear in my call log at all.
