This is a scam.

BEWARE! THIS IS A SCAMMER! The above number called and left a voicemail on my mobile phone. An artificial robotic voice claimed to speak from some inaudible department and said that a lawsuit had been filed under my name. The "voice" asked me to return the call on the same number, failing which they would have to issue a warrant for my arrest.
