I called back the number (03) 8103 8599 and reached vm that said I reached Offer Assurance

I said hello. Delay from caller before speaking with an American English as a second language accent. Knew my first name. I didn't respond and hung up. Call was identified on my phone as being from Whittlesea, near Melbourne.
