How am I still getting these spam calls when I’m on the do not call register

Rang at 7.50am, only two rings then stopped, but the worst thing was that I was overseas where the time was 3am!

Caller: They are a government survey

Caller advised that they are conduction government survey for local politics and advised the necessary details. Was cautious but no real personal questions asked, only who you may or not vote for etc.

They even provided advice that the do not call register doesn't block these type of call and only blocks sales.

Rang to do a survey on issues in my area. Hung up and blocked immediately. Silent number so they are working through blocks of numbers is my guess.

Totally silent line when I answered. Apparently a survey and I refuse to participate anyway.
Do they get paid per call? If so company concerned is being scammed!

Caller: Someone claiming to be from Telstra

He said that he was calling from Telstra regarding my internet and the security problems I have and said that if I didn't follow his instruction my internet would be disconnected. I have also had the same calls at work and the threatened to cut off our internet, I knew it was a scam as we are not with Telstra.
