Caller: Number not in Service

I answered a call from this number, identifying myself as an emergency service operator, the line was open, but no mic active. I continued to assist but they hung up with an automated 'good-bye'. I attempted to have the call traced, but the number is not in service, and redirected via VPN
I am guessing scam-spam caller. I wish they would stop calling emergency service operators.
