Caller: Number in email

Got an email stating my PayPal account had an unauthorised transaction of $400 and to call this number to have it rectified. I rang on a blocked landline so they couldn't get my number and an Indian man answered. I couldn't understand where he was claiming he was from and I hung up. I don't have a PayPal account, was just curious if the number actually answered. This is most definitely a scam number.

Given that I don't answer calls from numbers I don't recognise, i know ive had calls from Indian sounding scammers and am as fed up with these low lifes as everyone else is. I wish the telcos and governments would do something.
