I don't mind these calls much anymore. As annoying as they can be, you can have a bit of fun. They generally don't call back as a result.
Ask caller out on a date then start asking questions about their like/dislikes
Most effective thing I've come across so far, keep saying hello at random times as though you cannot hear them.

The number called my mobile on 28 Feb17. I answered and they hung up.

If you block the number they won't keep calling. I just got a call at 7.15 pm. Didn't answer, googled number, found above responses, blocked!!
