Caller: Nielsen Television Audience Measurement For all those reading this page:
The call is not a scam call at all. The calls are being called out from Mascot, Sydney NSW from a company called Kantar. Kantar conducts research and everything they do is on behalf of Nielsen Television Audience Measurement Australia. If you research Nielsen and what they do, they conduct all the T.V ratings for Australia, implement different programs on television and other content services such as Netflix, so they are a huge reputable organisation who does the ratings for multiple countries with Australia being one of them.
The reason why they are calling: It is not a survey, not a sales call, and has nothing to do with people watching TV. Nielsen needs to update their statistic about how all households in Australia accesses technology, different services (including netflix, foxtel etc.) so that they can accurately assess the different programs that gets placed on tv, netflix and other content services as well as updating Australia's TV ratings.
How they get the numbers: All numbers are generated through random digit dialling (RDD). What this means is that all numbers are just randomly generated. For example, the system starts with 0400 000 000, then dials 0400 000 001, then 0400 000 002 and so on for continuity until it reaches 0499 999 999. This is to ensure that Nielsen is able to accurately reflect the entire population of Australia and all households are accurately measured.
I am on the 'Do not call Register, how are Nielsen still able to call me?': The do not call register is an effective system to block out telemarketers, in essence, companies that are trying to either sell, promote or entice any form of marketing products or services which require some sort of transaction or other means. However, if one was to read the Do not call register website, anyone undertaking research, charities or surveys are still able to call all numbers legally. As Nielsen is not marketing any product but is actually undertaking statistical research, they are still allowed to conduct calls

Dialling every possible number in sequence is not at all random.
Incidentally, Nielsen is marketing a product, just not marketing it to the people they're calling to survey in order to produce that product.

Caller: Nielsen Nielsen is a reputable company. They measure audiences for TV shows to produce the ratings for TV stations. If you sign up to their service, they put a meter on your TV to track what you watch, and you earn points which you can convert into gift cards etc.
