The reason why it sometimes sound like it's no one there and they hang up, is because they have a system which allows to call several numbers at the same time. One number picks up, and they hang up on the other calls..

I have received several no message left calls from this number. I have not replied to any of them as I did not recognise the number.

btw folks: it's standard practice for telemarketers to probe your number to see if they get a response.
if someone answers they hang up. these are the 'people' who collect the active line data to sell on or use in house for people to pester you with crap.
i'm going to try forwarding the call back to its own number so they ring themselves. if it won't let me i'll get the sydney number to ring the melbourne number and vice versa .. lol

usually i get a call from this number a couple of hours later(03) 9914 9571
my theory: optus calls because i don't use the account (waiting for timeout jailbreak on the phone)to wonder why i'm not using the account or to tell me what i already know (that the acct expires in july)
i'd say the 03 number is a marketing partner they give your information to so they can sell you stuff. loads of complaints on this site about that number. really dodgy. some power company or someone posing as a power company.
funny how both numbers know i've activated my phone on the network even though i don't make any calls (no credit). in other words an inside job
optus obviously has its nag people on dead accounts and it gets autopassed to telemarketers (what does a telco have to do with power ffs?)
just block it if you can (mine can't you need a premium service just to do what should be standard because they're the ones causing the problem)

I missed the call - on a Saturday morning - and tried to call back and it rings first then the disconnected message comes up, but it sounds grainy, like its an old answering machine not the digital crisp disconnected message of today

I sent the numbers to my phones blocked list...They then get a "This number has been disconnected" message...poetic justice I say!

Optus doing a "health check" to see if we are happy with our Optus mobile service. Very brief call and not pushy with extra services.
