Fake automated ATO message saying you've got a lawsuit for tax evasion.

Caller: This is scam number

I got a recorded message claiming to be from ATO and asked me to call back. If I failed to call back, I will be arrested. When I called back, the person said he is from ATO. When asked where is he from, he answered Canberra. Then I said ATO never calls and I find this call suspicious. He then started abusing me for 10 seconds in indian language before disconnecting. He understood that I can understand his language because of my Indian accent. These scammers seem to be operating outside Austalia. I am wondering how and why they are not being caught.
