I got a call from unknown number saying that ATO has selected me randomly and i have won $7000, so to claim i have to call 02-8005619 & go to western union. can i please know that whose number is this ?

This person is running a Nigerian 419 scam, lying to you about a grant that doesn't exist, so you will send him your money and details for it. He will then keep your money, steal your identity, and block your calls. Read the Wikipedia article about it on Google for further information.
