nobody speaks when the phone is answered.

Been receiving calls from this number for three weeks now...since I bought my prepaid phone.  I answer and they hang up; I call back and I get an American accent telling me that all circuits are busying please call again later. I DON'T THINK SO!! STOP CALLING ME PLEASE!!
