I was also getting SMS from "Frank Brown" and "Michael P" saying I've won a prize and have a URL to click on which leads to a survey or another website for you to enter bank account details. Now calling once a day from a different number everyday.

Don't answer. Some people are getting calls and emails. People are saying that they want a recording of you saying YES so that they can use it for other purposes. Once they've heard you say YES they end the call. Some people are saying that the caller is selling funeral/life/pet insurance or advising that they've won a competition or in the draw for $250 000 or an iphone.
Whether they are selling something, are a scam or want a recording of your voice, they are checking if your number is active and will keep calling if you keep answering.
One complainant has said that it may be an automated system that makes the calls and if you answer the call, the system puts your call through to a telemarketer. If you answer and don't say anything the system will hang up.
Do not call register doesn't work when they are calling from overseas. Apparently you can buy these Australian area code numbers online to route calls through.
Some people are saying you can block they're numbers by emailing consumercare @ brandsofchoice.com.au but I don't want to risk sending an email and they realise it's active and they reply with spam or keep calling.
I've never answered and they never leave a message.

Very Painful. I answered I was in a meeting what was the call regarding. They asked if this was Me. I had won a trip to Bali. Really............... 3 times yesterday. 5 times today. No Comp entered.

I have been getting calls from this number and numbers close to this one since Monday morning. I don't answer and they don't leave a massage. Just block this number and any numbers that are close to this number, its all you can really do.

Been receiving calls from these suspicious numbers 2 times on a daily basis. As well as emails saying I’ve been entered into a draw for prizes in which I know I have not entered. Receiving SMS from a “Frank Brown” and sometime even people in my own contact list. Sending scam URL saying they’ve placed me in contest entries. In which they had no knowledge of it and it comes under a separate SMS. So definitely not your actual contacts, it’s using their name. Be careful guys. These a**holes will do anything to steal your identity!

I knew it was a scam as I haven't entered any competitions so hung up. Since then, two calls a day from different numbers. I block each number but a new one always rings. Numbers always show up as an 02 area code Canberra.
